Pupil Rights Policy (PRP)

Graham High School is committed to protecting the rights of all students and their families. In accordance with the Graham Department of Education Protection of Pupil Rights Policy (PPRP), parents and students are afforded certain rights regarding surveys, data collection, and specific educational activities.

Rights of Parents and Students

Parents and students are granted the following rights under PPRP:

  • Consent Requirement: Graham High School must obtain parental consent before a student is required to participate in any survey that includes questions on the following protected areas:
    1. Political affiliations or beliefs of the student or the student’s parent;
    2. Mental or psychological problems of the student or student’s family;
    3. Sex behavior or attitudes;
    4. Illegal, anti-social, self-incriminating, or demeaning behavior;
    5. Critical appraisals of others with whom the student has close family relationships;
    6. Legally recognized privileged or analogous relationships (e.g., with lawyers, doctors, or ministers);
    7. Religious practices, affiliations, or beliefs of the student or student’s parent;
    8. Income (except as required by law for determining program eligibility).
  • Right to Receive Notice and Opt-Out: Parents have the right to receive notice and opt their child out of:
    1. Any survey that involves protected information and is not directly funded by the Graham Department of Education.
    2. Any non-emergency, invasive physical examination or screening that is required for school attendance but is not immediately necessary for student health and safety.
    3. Any collection, disclosure, or use of personal student information for marketing or sale purposes.
  • Right to Inspect Educational Materials: Upon request, parents have the right to inspect:
    1. Surveys containing protected information before they are administered to students.
    2. Any instrument used to collect personal data from students for marketing or sale.
    3. Instructional materials used as part of the educational curriculum (excluding academic tests and assessments).

These rights transfer to students once they reach the age of 18 or become emancipated minors under applicable state law.

Responsibilities of Graham High School Under PPRP

Graham High School will:

  • Develop and adopt policies to safeguard student privacy and parental rights.
  • Notify parents about their rights under PPRP.
  • Notify parents through mail or email about scheduled activities and surveys requiring parental opt-out rights, including approximate dates.
  • Offer parents reasonable time to review materials before administration and allow them the opportunity to opt their child out of participation.

Parents who believe their rights under PPRP have been violated may file a complaint at the Graham Department of Education Compliance Office:
